If you turn on an air conditioner on a summer afternoon, it costs the utility more to produce the electricity than if you did the same thing on an autumn night. But you would pay the same rate for the electricity.
The Tennessee Valley Authority says it wants customers across its seven-state service area to feel the cost difference in the future. Starting in October, that could mean changes in how Memphis customers are billed. The utility hasn't worked out the details.
The TVA is talking with Memphis Light, Gas and Water Division and the other 155 utilities in its system about a gradual move toward "time-of-use metering," said Michael Hynes, a TVA vice president.
Time-of-use metering means charging customers a higher price for using electricity at times of peak demand. The peak hours are noon to 8 p.m. on weekdays, and demand is higher in summer than winter.
The hope is that price differences will encourage customers to wait for off-peak hours to do electricity-draining tasks, such as running a dishwasher or clothes dryer, Hynes said.
The transition process will be slow, and customers shouldn't see dramatic changes, he said.
